Outage Manager (Power & Storage Operations)

The Opportunity

Reporting to the Director, Alberta Power Ops - Power & Energy Solutions, the Outage Manager will provide governance and oversight for all planned outages in the Power and Energy Solutions Business Unit. Working jointly with Operations Managers, Maintenance Managers, Work Management Coordinators, Field Technicians/Operators, Engineers, and Project Managers, this role is accountable for outage execution and meeting schedules, milestones, and safety Key Performance Indicators (KPIs) across various Power and Energy Solutions assets in Alberta, Quebec, New Brunswick, and Texas.

This position is based out of the Crossfield, AB field office however, there will be significant travel to and from sites to provide on-site support during outage execution as required - this varies year by year based on planned outages (travel approximately 25-35% per year).

What you’ll do

  • Provide governance and oversight for all planned outages in the Power and Energy Solutions Business Unit, ensuring adherence to the Outage Planning Procedure across all assets.
  • Develop and maintain the Outage Management Procedure, detailing the governance process on how outages will be planned, executed, and controlled.
  • Maintain the Outage Teams site, SharePoint site, and 3-year rolling outage plan for Power & Energy Solutions facilities under direction of the Maintenance and Operations Managers.
  • Define and manage outage revision codes and work orders in SAP for all planned outages.
  • Act as the Outage Supervisor for all or a subset of Power and Energy Solutions Planned Outages, serving as the single point of contact for all Planned Outages and triaging communication to stakeholders as required.
  • In collaboration with stakeholders (Site Technicians, Work Management Coordinators, Supply Chain Representatives, Engineers, Project Managers, Maintenance Managers, and Operations Managers), you will manage outage preparation, execution, and close-out activities.
  • Develop and manage the overall outage strategy including:
    • Outage Charter development with input from the outage team to identify key scopes, dates, personnel, and milestones.
    • Outage Execution Plan development covering target execution dates, work lists, cost estimates, SCM requirements, and PSSR/Commissioning Lead identification.
    • Integrated outage schedule development in MS Project or equivalent, utilizing the Critical Path Method (CPM) and identifying key outage milestones and customer interfaces.
    • Labor planning, logistics planning, safety planning, commissioning, startup, and demobilization activities.
  • Ensure the outage schedule is baselined prior to outage start and report progress against the schedule during outage execution. Implement schedule recovery plans to maintain baseline outage durations.
  • Coordinate and chair outage readiness review meetings with Operations Managers, Engineering Manager, Safety Manager, and Directors.
  • Lead daily tailgates and update meetings during outage execution, providing daily progress updates to all stakeholders.
  • Collate mechanical, electrical, and I&C work packages and work with Supply Chain Management (SCM) to bid out work packages, evaluate bids, and create requisitions for approval in accordance with outage governance planning timelines.
  • Provide high-level oversight and assistance with the supply chain process, identifying and coordinating internal resources for outage work.
  • Track and communicate plan vs. actual outage costs for O&M work, validating actual costs against budgeted/planned values to optimize work planning for future years.
  • In collaboration with the Safety Manager or team, develop an outage safety management plan, foster a safe work environment, and track outage safety performance.
  • Develop and maintain the outage punch list. Ensure all outage execution work is fully complete with Inspection Test Plans (ITP) and construction completion documentation is signed off in accordance with Pre-Startup Safety Review (PSSR) requirements.
  • Lead or delegate a PSSR lead in coordination with the Operations Manager to gather all relevant PSSR documentation and capture and track action items.
  • Facilitate lessons learned and post-outage action item reviews to drive continuous improvement.

Minimum Qualifications

  • Post-Secondary Trades Certificate or Diploma in a technical discipline, or equivalent combination of education and experience.
  • 5+ years of work experience in Industrial or Energy sector with demonstrated outage or turnaround management experience.
  • Strong knowledge and experience with SAP, specifically with planning, scheduling, and work order management.
  • Demonstrated experience with project management principles and practices, including Critical Path Method (CPM) scheduling.

Preferred Qualifications

  • Proven experience in outage or turnaround management in a Combined Cycle Power Plant, Gas Storage or similar industrial environment.
  • Experience with Microsoft Project or equivalent scheduling software.
  • Ability to manage multiple concurrent outage projects and competing priorities across multiple facilities.
  • Strong leadership, communication, and interpersonal skills with ability to lead cross-functional outage teams.
  • Experience with safety management, including development of safety plans and tracking of safety KPIs.

This position requires candidates to:

  • Have and maintain a valid driver's license and provide a driver's abstract (record) for review
  • Successfully complete a pre-employment medical screening, including drug and alcohol testing
  • Travel to and from sites to support facilities during outages and provide on-site support during outage execution as required - this varies year to year based on planned outages (travel approximately 25-35% per year of up to 10 – 24 days at a time)
  • Be part of an on-call rotation and provide emergency support as required
  • Have the capability and flexibility to respond to time pressure by adjusting work hours to meet critical deadlines
