About the role

The Manager - Regulatory Reporting within gas & power trading organization leads a team that is responsible for the physical regulatory reporting obligations across power, natural gas, retail energy, and related North American energy market activities.

This role serves as the primary accountability point for regulatory reporting and the implementation of new or revised reporting obligations. This accountability includes monitoring regulatory requirements, maintaining reporting controls, and ensuring filings are delivered with discipline and accuracy.

The Regulatory Reporting Manager must partner closely with Legal, Compliance, Trading, Operations, Settlements, Finance, Tax, IT, Regulatory Affairs, and senior leadership to maintain the company’s license to operate, all while supporting commercial growth and business readiness.

Key Responsibilities

  • Serve as the Single Point of Accountability for assigned regulatory reporting obligations, compliance monitoring, and associated reporting risks.
  • Lead the preparation, review, certification, and submission of recurring and ad hoc regulatory reports to federal, state, provincial, and regional market authorities.
  • Oversee reporting obligations related to FERC Electric Quarterly Reports, Market-Based Rate Authority, Energy Information Administration, state Public Utility Commission filings, retail supplier licensing, power and natural gas activity, and other jurisdiction-specific obligations.
  • Monitor, interpret, and communicate new or changing regulatory requirements and assess impacts to business operations, systems, controls, and reporting processes.
  • Lead implementation of new or revised regulatory reporting requirements, including process design, data sourcing, interested party alignment, procedure updates, and readiness assessments.
  • Maintain a comprehensive reporting inventory, reporting calendar, process procedures, evidence files, and controls framework to ensure deadlines are met and accountabilities are clear.
  • Partner with internal interested parties to gather, reconcile, validate, and certify data used in regulatory reports, including complex or ambiguous operational, commercial, and transactional data.
  • Partner with Regulatory Affairs to provide regulatory guidance and reporting support for new business initiatives, products, commercial activities, facilities, and market entry considerations.
  • Support responses to regulator inquiries, audits, investigations, deficiency notices, attestation requests, annual verification processes, and formal data requests.
  • Identify and drive process improvement, automation, standardization, simplification, and control enhancements across reporting workflows and documentation.
  • Lead, coach, and develop regulatory reporting professionals while fostering accountability, collaboration, continuous improvement, and a strong compliance mentality.

Essential education, experience and requirements

  • Bachelor’s degree in business, finance, accounting, economics, engineering, science or similar. Advanced degree or equivalent experience is a plus.
  • Seasoned experience or combination thereof in regulatory reporting, regulatory compliance, energy markets, utility regulation, commodity trading, retail energy, fuels, petroleum, or another highly regulated environment.
  • Demonstrated experience leading teams, projects, workstreams, or cross-functional initiatives.
  • Working knowledge of U.S. energy regulatory frameworks, including FERC, EIA, state Public Utility Commissions, ISO/RTO market rules, retail energy requirements, and applicable Canadian provincial or local requirements.
  • Experience interpreting and applying federal, state, provincial, and local regulations to operational and commercial business activities.
  • Strong understanding of reporting controls, data validation, documentation standards, audit readiness, and evidence retention expectations.
  • Proven ability to manage multiple deadlines, competing priorities, and complex reporting obligations in a time-sensitive environment.
  • Excellent written and verbal communication skills, including the ability to translate complex regulatory or technical content into clear business requirements.
  • Proficiency with Microsoft Excel, Word, PowerPoint, SharePoint, Teams, reporting databases, Power BI, or workflow automation tools.

  • Ability to successfully build and manage strong relationships, both internally and externally.
  • High attention to detail, sound judgment, integrity, ownership, and accountability.

Preferred qualifications

  • Direct experience with FERC EQR filings, Market-Based Rate Authority reporting, EIA surveys, state retail supplier reports, public utility commission filings, and state regulations.
  • Experience supporting energy suppliers, marketers, load-serving entities, retail electric providers, and gas suppliers.
  • Experience responding to regulatory audits, deficiency notices, enforcement inquiries, compliance reviews, or formal commission data requests.
  • Demonstrated success improving reporting processes through artificial intelligence, automation, workflow design, data governance, control enhancements, or reporting standardization.
  • Ability to build trusted relationships with regulators, internal business partners, legal counsel, and senior leaders.
