The Opportunity

The TOMS Governance and Reporting team within Safety & Governance supports consistent, effective management system governance for TC Energy’s Operational Management System (TOMS) across the organization. To help strengthen performance, assurance, and continuous improvement, we’re looking for a Governance Specialist to lead governance processes, enable stakeholder engagement, and deliver enterprise reporting and insights for TOMS.

What You’ll Do

  • Own the TOMS governance cadence (e.g., forums and management reviews) and maintain governance standards, templates, and guidance.

  • Develop, implement, and continuously improve TOMS governance and related processes within Performance, Assurance, and Continuous Improvement (e.g., action management, management review, performance monitoring, and reporting).

  • Establish enterprise performance measures and reporting across TOMS elements, monitor progress to support implementation and management system maturity.

  • Improve action management quality by monitoring timeliness, driving effective closure, and surfacing themes and systemic issues.

  • Serve as the TOMS governance ambassador—helping stakeholders understand, engage with, and navigate governance processes and requirements.

  • Partner with business unit partner and Safety & Technical Services (STS) teams to align and integrate TOMS governance across the organization.

Minimum Qualifications

  • 10+ years of experience with operational/management systems in a governance and/or implementation role.

  • 3+ years of experience applying continuous improvement or process improvement methodologies (e.g., Lean, Six Sigma, Kaizen).

  • Bachelor’s degree in engineering, business, or related discipline (or an equivalent combination of education and experience).

  • Ability to lead and influence without positional authority.

  • Strong facilitation skills (workshops, meetings, presentations) with audiences at multiple levels.

  • Change management capability, including communicating value, building adoption, and supporting sustained use of TOMS.

  • Systems thinking and root-cause problem solving in complex, interconnected processes.

  • Adaptability and prioritization skills in a dynamic environment.

Preferred Qualifications

  • Fluency in Spanish and/or French is a strong preference

  • Professional certification in project management, change management, and/or continuous improvement is an asset.

  • Experience building enterprise performance measurement and reporting frameworks.

  • Experience designing and improving governance processes (e.g., action management, management review cadence, metrics, and reporting).
